The program is designed for skilled workers, international graduates, and entrepreneurs seeking to establish themselves in the province.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Newfoundland and Labrador Expression of Interest<\/h2>\n\n\n\n<p>Newfoundland and Labrador requires all economic immigration candidates to submit an Expression of Interest (EOI) through the <em>Immigration Accelerator<\/em> platform as the first step in the immigration process.<\/p>\n\n\n\n<p>Most applicants to the Atlantic Immigration Program (AIP) and the NLPNP must receive an invite code from a provincial employer before submitting their EOI. Those already in Canada with valid temporary status are exempt from this requirement.<\/p>\n\n\n\n<p>EOIs are valid for 12 months and can be selected at any time. Receiving an Invitation to Apply (ITA) does not guarantee approval \u2014 full eligibility must still be met. If selected, candidates have 60 days to submit a complete application. Employers support the process by issuing invite codes but do not submit EOIs themselves.<\/p>\n\n\n\n<p>The model aims to align immigration more closely with provincial labour market needs.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">NLPNP Immigration Categories<\/h2>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Express Entry Skilled Worker<\/li>\n\n\n\n<li>Skilled Worker<\/li>\n\n\n\n<li>International Graduate<\/li>\n\n\n\n<li>International Graduate Entrepreneur<\/li>\n\n\n\n<li>International Entrepreneur<\/li>\n\n\n\n<li>Atlantic Immigration Program (federal-provincial stream)<\/li>\n<\/ol>\n\n\n\n\n\n<h2 class=\"wp-block-heading\">1. Express Entry Skilled Worker<\/h2>\n\n\n\n<p>This category is for candidates in the federal<a href=\"https:\/\/immigration.ca\/canada-express-entry-immigration\/\"> <strong>Express Entry<\/strong><\/a><strong> pool<\/strong> with a <strong>job offer in Newfoundland and Labrador<\/strong>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Eligibility Criteria:<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Be accepted into <strong>IRCC\u2019s Express Entry pool<\/strong><\/li>\n\n\n\n<li>Have a <strong>full-time job or job offer<\/strong> in TEER 0, 1, 2, or 3 occupation:\n<ul class=\"wp-block-list\">\n<li>Must be <strong>minimum 30 hours\/week<\/strong><\/li>\n\n\n\n<li>Must last at least <strong>12 months<\/strong> with an <strong>expectation of extension<\/strong><\/li>\n\n\n\n<li>Employer must meet <strong>provincial wage and employment standards<\/strong><\/li>\n\n\n\n<li>Commission-based jobs are <strong>not eligible<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Employer must:\n<ul class=\"wp-block-list\">\n<li>Be eligible and based in Newfoundland and Labrador<\/li>\n\n\n\n<li>Hold a <strong>valid Job Vacancy Assessment (JVA)<\/strong> (if applicant doesn\u2019t have a valid work permit)<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Applicant must:\n<ul class=\"wp-block-list\">\n<li>Meet all NOC employment and training requirements for the job<\/li>\n\n\n\n<li>Have <strong>education<\/strong>: Canadian post-secondary diploma\/degree or <strong>valid ECA<\/strong><\/li>\n\n\n\n<li>Have <strong>language proficiency<\/strong>: IELTS, CELPIP-G, PTE Core, TEF Canada, or TCF Canada (must meet federal stream requirements)<\/li>\n\n\n\n<li>Demonstrate valid immigration status in Canada (if residing in Canada), with <strong>at least 4 months left on the permit<\/strong><\/li>\n\n\n\n<li>Intend to live permanently in the province<\/li>\n\n\n\n<li>Demonstrate <strong>sufficient settlement funds<\/strong> to establish in NL<\/li>\n\n\n\n<li>Score <strong>at least 67 points<\/strong> on the NLPNP points assessment grid<\/li>\n\n\n\n<li>Have <strong>no more than 10% ownership<\/strong> in the employer\u2019s business<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">2. Skilled Worker<\/h2>\n\n\n\n<p>For foreign nationals with a <strong>job or job offer<\/strong> in Newfoundland and Labrador who are <strong>not in the Express Entry pool<\/strong>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Eligibility Criteria:<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Have a full-time job or job offer in <strong>TEER 0\u20135<\/strong>:\n<ul class=\"wp-block-list\">\n<li>Must be <strong>minimum 30 hours\/week<\/strong><\/li>\n\n\n\n<li>Must last <strong>at least one year<\/strong>, with likelihood of extension<\/li>\n\n\n\n<li>Must meet <strong>provincial\/national wage standards<\/strong><\/li>\n\n\n\n<li>Employer must meet employment standards and not pay commission-based salary<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Employer must:\n<ul class=\"wp-block-list\">\n<li>Be eligible and based in NL<\/li>\n\n\n\n<li>Hold a valid <strong>JVA<\/strong> if the applicant lacks valid work authorisation<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Applicant must:\n<ul class=\"wp-block-list\">\n<li>Be aged <strong>21\u201359<\/strong><\/li>\n\n\n\n<li>Have the required <strong>qualifications, training, or accreditation<\/strong> for the job<\/li>\n\n\n\n<li>Have <strong>valid status in Canada<\/strong>, with at least 4 months remaining (if in Canada)<\/li>\n\n\n\n<li>Have <strong>sufficient settlement funds<\/strong><\/li>\n\n\n\n<li>Intend to live permanently in Newfoundland and Labrador<\/li>\n\n\n\n<li>Have <strong>language test results<\/strong> if applying with a TEER 4 or 5 job offer:\n<ul class=\"wp-block-list\">\n<li>IELTS: Listening 4.5, Reading 3.5, Writing 4.0, Speaking 4.0<\/li>\n\n\n\n<li>CELPIP-G: 4 in each skill<\/li>\n\n\n\n<li>PTE Core: Listening 28\u201338, Reading 33\u201341, Speaking 42\u201350, Writing 41\u201350<\/li>\n\n\n\n<li>TEF Canada and TCF Canada (CLB 4 equivalent)<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Have <strong>less than 10% ownership<\/strong> in the employer\u2019s business<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">3. International Graduate<\/h2>\n\n\n\n<p>This stream targets <strong>international graduates with a PGWP<\/strong> working in Newfoundland and Labrador.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Eligibility Criteria:<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Hold a valid <strong>Post-Graduation Work Permit (PGWP)<\/strong> with at least 4 months validity<\/li>\n\n\n\n<li>Have a full-time job or job offer:\n<ul class=\"wp-block-list\">\n<li>In <strong>TEER 0\u20133<\/strong>, or TEER 4 (in-demand) occupations<\/li>\n\n\n\n<li>From an eligible NL employer<\/li>\n\n\n\n<li>Minimum <strong>30 hours\/week<\/strong><\/li>\n\n\n\n<li>At least <strong>1 year duration<\/strong> with expectation of extension<\/li>\n\n\n\n<li>Commission-based work is <strong>not allowed<\/strong><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Be aged <strong>21\u201359<\/strong><\/li>\n\n\n\n<li>Meet all NOC requirements for the occupation<\/li>\n\n\n\n<li>Demonstrate <strong>sufficient settlement funds<\/strong><\/li>\n\n\n\n<li>Intend to live in Newfoundland and Labrador long-term<\/li>\n\n\n\n<li>Must be <strong>working in the field of study<\/strong>, unless:\n<ul class=\"wp-block-list\">\n<li>Graduate of Memorial University or College of the North Atlantic<\/li>\n\n\n\n<li>Job meets TEER 0\u20133 or TEER 4 (in-demand) with career potential<\/li>\n\n\n\n<li>Job aligns with recent skills\/experience (within 5 years)<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Graduates from outside NL:\n<ul class=\"wp-block-list\">\n<li>Must <strong>work for at least 1 year in NL<\/strong> before applying<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>TEER 4 applicants must submit language test results:\n<ul class=\"wp-block-list\">\n<li>IELTS: Listening 4.5, Reading 3.5, Writing 4.0, Speaking 4.0<\/li>\n\n\n\n<li>CELPIP-G, PTE Core, TEF, or TCF scores accepted<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">4. International Graduate Entrepreneur<\/h2>\n\n\n\n<p>For recent NL graduates who have started or bought a local business.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Eligibility Criteria:<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Be at least <strong>21 years old<\/strong><\/li>\n\n\n\n<li>Completed <strong>at least two years of in-person, full-time study<\/strong> at Memorial University or College of the North Atlantic<\/li>\n\n\n\n<li>Hold a <strong>valid PGWP<\/strong><\/li>\n\n\n\n<li>Have a <strong>business continuity plan<\/strong> validated by a third-party<\/li>\n\n\n\n<li>Have <strong>actively managed and owned<\/strong> a business (33.3% minimum ownership) for at least <strong>one continuous year<\/strong><\/li>\n\n\n\n<li>Business must:\n<ul class=\"wp-block-list\">\n<li>Be for-profit and income-generating<\/li>\n\n\n\n<li>Create at least <strong>1 full-time job<\/strong> for Canadian citizens or PRs<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Meet <strong>CLB 7<\/strong> in English or French<\/li>\n\n\n\n<li>Submit an <strong>Expression of Interest (EOI)<\/strong> and receive an <strong>Invitation to Apply<\/strong><\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\">Additional Criteria<\/h4>\n\n\n\n<ul class=\"wp-block-list\">\n<li>If starting a business:\n<ul class=\"wp-block-list\">\n<li>Job created must be separate from owner\u2019s role and not for family<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>If buying a business:\n<ul class=\"wp-block-list\">\n<li>Business must have been operational for 5+ years<\/li>\n\n\n\n<li>Offer similar terms to existing staff<\/li>\n\n\n\n<li>Provide market valuation documentation<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\">5.
